How to Permanently Delete Files

When you empty the Recycle Bin, the reference with the file will also be removed on the hard drive. Once the file header, or reference, is removed, the computer can no longer see the file. And thus, the space the file took is no longer reserved for that file, and any new file can be restored in that location.
